The Flakker's drop rate was changed to 100% on day 30 of the Borderlands 2 $100,000 Loot Hunt.
After working through Heros Pass there is a quick 2 chest farm that can give you some.

It is possible to earn Second Winds from destroying its chest but not from killing The Warrior itself.
